INTRODUCTION:
  The Newburgh Volunteer Fire Department has established a program to provide basic fire fighting training for young adults in high school. This program is referred to as the "Newburgh Volunteer Cadet Fire Fighter Training Program." The Cadet program is administered under the authorization and direction of the Fire Chief. The program is overseen by the Cadet Committee consisting of a Cadet Coordinator and assistants as appointed by the Cadet Coordinator or Fire Chief. All activities involving Cadets will be coordinated through the Cadet Coordinator as authorized by the Fire Chief.

RULES AND REGULATIONS:

1.0 ELIGIBILITY:
1.1 Any person attending the local high school between the ages of 16 and 18 years of age and residing in the Newburgh Volunteer Fire Department fire district may be eligible to become a Cadet.
1.2 The Cadet applicant must be free of any controlled substances.
1.3 The Cadet must possess a 2.0 grade point average on a 4.0 scale or 4.0 on a 6.0 scale.
1.4 The Cadet must be in good behavior while in school with no conduct problems. (NO SUSPENSION OR EXPULSIONS).


2.0 CURFEW: (REVISED 1-10-2001 11.3-2.5A)
2.1 All Cadets shall observe a 2100 hour (9:00 p.m) station curfew whenever there is school in session the following day. THIS MEANS THAT ALL CADETS MUST BE OUT OF THE STATION AT OR BEFORE 2100(9:00 P.M.) HOURS AND MAY NOT BE ON STATION PRIOR TO 600 HOURS (6:00 A.M.)

Scheduled training is an exception and curfew will be extended to 30 minutes following the end of the training session.

2.2 All first year Cadets shall observe a 2300 hour (11:00 p.m.) curfew on non-school nights.

2.3 Second year Cadets with a signed permission slip from his/her parent or legal guardian and the Cadet Coordinator may have extended curfew hours for non- school nights.

2.4 Whenever Cadets are on station or on scene* (second year and up)for the purpose of a fire run and the fire run extends beyond the curfew, it is the responsibility of the Cadet to point out the curfew to the station Officer In Charge or Command for determination if any special provisions are warranted.

2.5 Cadets are not allowed in the fire station during Fire Department business, training, meetings, parties, social events, or special functions unless specifically invited by the Fire Chief or Cadet Coordinator.

3.0 APPEARANCE & CONDUCT:

3.1 Cadets are to be neat and well groomed as they are representing the Newburgh Volunteer Fire Department.

3.2 Cadets shall refrain from using vulgar language.

3.3 Cadets are to be totally substance free whenever at the station or performing Fire Department activities.

3.4 Cadets are not allowed to view or listen to "G" OR "PG" rated movies which may appear on normal cable television at the fire station.

3.5 Cadets are not allowed to use any tobacco products while at the fire station or performing Fire Department activities.

4.0 DUTIES & RESPONSIBILITIES:

4.1 Cadets shall respond to the fire station for all alarms, OBSERVING ALL RULES OF THE ROAD, INCLUDING SPEED LIMITS, STOP SIGNS AND LIGHTS. Safe driving habits shall be practiced at all times.

4.2 CADETS WILL NOT BE ISSUED, USE, OR DISPLAY BLUE LIGHTS.

4.3 Cadets shall not drive or move any apparatus including private vehicles of fellow cadets or firefighter.

4.4 Cadets are subject only to orders given by a Fire Department Line Officer.

4.5 FIRST YEAR CADETS ARE NOT ALLOWED TO RIDE OUT ON ANY VEHICLE RESPONDING TO AN EMERGENCY.

4.6 First year Cadets primary responsibility is to assist in restoring the emergency vehicles back into service. Assisting in cleaning and maintaining the emergency vehicles.

4.7 First year Cadets may be sent to a fire scene at the request of the Incident Commander for the purpose of restoring emergency vehicles provided they are transported in a Fire Department vehicle under non- emergency conditions. The Cadets are not to enter the structure.

4.8 Cadets once trained on communications and approved by the Cadet Coordinator may operate the base station radio.

4.9 At no time shall any Cadet be ordered to or attempt to perform any hazardous duty.

4.10 Second year Cadets are allowed to ride out on apparatus under the following conditions:

A) The alarm is in district.
B) Full protective equipment has been issued and is worn.
C) There is room for the Cadet to ride on the apparatus seated and seat belt is worn.
D) The Cadet has successfully completed basic training.(Must have Indiana Firefighter Certification: 24 hour and Basic Firefighter).
E) The Cadet has completed one full year of the program.
F) The Cadet has been approved to ride by the Fire Chief and the Cadet Committee.

4.11 Once on the scene second year Cadets:
A) Shall not enter the structure unless supervised by an officer, after the situation has been determined to be stable.
B) Primary duties include hydrant hook-ups, manning fire streams to protect exposures, ladder work, etc.
C) If Cadets are allowed to enter the structure their primary responsibility will be salvage and overhaul.
D) Cadets will assist in restoring emergency vehicles back to service.


5.0 TRAINING PROGRAM:

5.1 The regular Cadet meeting/training is held every Monday Night at 1900 (7:00P). Cadets training consist of (1)business meeting, work session, and training.

5.2 The Cadet basic training program will consist of the Indiana Certification for Basic Firefighter and 24 Hour Mandatory.

5.3 CADETS ARE WELCOMED TO PARTICIPATE WITH THE REGULAR FIREFIGHTERS IN EMS TRAINING (FIRST Wednesday), WORK SESSION (THIRD Wednesday) AND REGULAR FIREFIGHTER TRAINING SESSION (FOURTH Wednesday AND FIFTH DEPENDING ON MONTH).

5.4 REGULAR ATTENDANCE IS REQUIRED AT NORMAL CADET TRAINING TO REMAIN AN ACTIVE CADET.


6.0 UNIFORM:

6.1 Cadets will be issued a dress uniform consisting of Fire Department approved: light blue shirt, navy pants, black socks, black shoes, and name tag. The Fire Department will issue a uniform badge and patches.

6.2 The Cadet will not affix the Fire Department patch on any piece of clothing that is not standard uniform clothing or the clothing must be approved by the Cadet Coordinator.

6.3 Whenever the Cadet wears an article associating him or her with the Newburgh Volunteer Fire Department they must act in accordance with respect and pride of the Fire Department.

6.4 Cadets will be issued Personal Protective Equipment (P.P.E.) consisting of:
A) Helmet
B) Bunker Boots
C) Gloves
D) Protective Coat
E) Bunker Pants

7.0 CADET MEETINGS: (REVISED 1-10-2001 11.1-7.1A - 11.2-7.2A)

7.1 Cadets shall conduct a work session the first Monday of each month.

7.2 Cadet shall conduct a business meeting the second Monday of each month. (REVISED 1-10-2001 11.2-7.2A)

7.3 Cadet meeting shall be governed by "Roberts Rules Of Order" unless otherwise stated by the rules and regulations.

7.4 Unless otherwise stated, a simple majority of those present at regularly scheduled meetings shall decide votes on issues.

7.5 Any purchases or expenditures approved or authorized by the Cadet members must also be approved by the Cadet Coordinator or the Fire Chief.

8.0 CADET OFFICERS:

8.1 There shall be appointed at the discretion of the Fire Chief or Cadet Coordinator a Cadet Captain, Cadet Lieutenant, Cadet Secretary, and Cadet Treasurer.

8.2 Should a vacancy occur, such officer may be replaced at any regularly scheduled fire department business meeting, and would fill the vacancy for the remainder of the term.

8.3 The Cadet Captain shall preside at all meetings, call special meetings, appoint cadets to committees, preserve order and decorum and vote only in the case of tied votes.

8.4 The Cadet Lieutenant shall assume the duties of the Captain in case of his/her absence, shall assume the duty of recording the minutes of the meetings, call the roles, and handle correspondence of the Cadet program.

8.5 The Cadet Treasurer shall be responsible for and accounting of any monies raised for the Cadet Program.

Any distribution of Cadet funds must be co- signed by the Cadet Coordinator or the Fire Chief.

8.6 Cadet Officers shall be responsible for good order at the station and shall assist in the strict adherence of these rules and regulations by reporting violations of such to the Cadet Coordinator.

8.7 Cadet officer's rank and responsibility only applies to the Cadet Program and at regularly scheduled meetings and under no circumstances the fire ground.

9.0 COMMITTEES:

9.1 CADET COMMITTEE:
The Cadet Committee shall consist of regular Newburgh Volunteer Fire Department members charged with the responsibility of the overall management of the Cadet Program. The management of the fire program will be coordinated by the Cadet Coordinator appointed by the Fire Chief. The members of the Cadet Committee are appointed by the Fire Chief based on recommendations by the membership.

The Cadet Committee will approve or reject all applicants of the Cadet Program.

9.2 LIAISON COMMITTEE:
The Liaison Committee consists of the Cadet Committee and the Cadet Officers. The purpose of the Liaison Committee is to bring issues up to the Fire Chief and the regular membership for the betterment of the Cadet Program.

9.3 GRIEVANCE COMMITTEE:
The Grievance Committee shall consist of the Cadet Committee and the officers of the Cadets Program. The purpose of the Grievance Committee is to investigate any charges filed in writing to the Cadet Coordinator and recommend appropriate action to the Fire Chief.

10.0 SUSPENSIONS AND EXPULSIONS:

10.1 If a Cadets grade point average falls below a "C" (2.0) average during a grading period, he or she shall immediately be suspended from the program until the following grading period. If at that time his or her grades improve above the minimum "C" (2.0) average he or she shall automatically be reinstated to the program.

10.2 If a Cadet fails to maintain a "C" (2.0) grade point average two consecutive grading periods his or her suspension shall immediately be upgraded to an expulsion until further notice.

10.3 If a Cadet is expelled or suspended from school for any reason, they will automatically be expelled from the Cadet Program.

10.4 If a Cadet is in neglect of duty and written charges are filed, the Grievance committee shall investigate the charges and make recommendations to the Fire Chief and the Cadet Coordinator who will determine an appropriate discipline. Examples of neglect of duty are; inconsistent attendance at meetings without due reason, disregard of rules and regulations.

10.5 If a Cadet is suspended he or she may not participate in any of the functions.

11.0 AMENDMENTS:

11.1-7.1A Cadets shall conduct a work session the third Wednesday of each month starting at 7:00pm unless otherwise stated.
